<br />PAS’s reduced majority in yesterday’s Sungai Limau
by-election took no skin off the Islamist party but spells a setback for the
ruling Barisan Nasional (BN) that had been banking on Kedah-born Tun Dr
Mahathir Mohamad’s name and his scion to sail through the polls, DAP leaders
have said.</div>

DAP Kedah interim chief Zairil Khir Johari and the
opposition party’s adviser Lim Kit Siang insisted that PAS’s success in keeping
the Kedah state seat was a major blow to the BN’s mighty machinery under the
leadership of its Mentri Besar Datuk Mukhriz Mahathir, son of Malaysia’s
longest-serving former prime minister, whom they claimed had followed his
father’s style and pulled out all the stops in his bid to wrest Sungai Limau.</div>

“It is clear that Mahathir’s influence has receded with this
win,” Zairil, the son of a former Umno minister, told The Malay Mail Online
last night after the official results announced a PAS victory by a lowered
1,084-vote margin.</div>

<div class="MsoNormal">
He alleged that BN was free with its wallet on the campaign
trail but claimed such tactics failed to dent Sungai Limau’s support of PAS
despite what the ruling coalition had hoped for.</div>

“Considering all the carnivals, programmes and resources
they have put into the campaign, any kind of victory by PAS, against all odds,
even with a lesser majority, is considered a great success,” Zairil said.</div>

When contacted, Lim reiterated his previous statement that
PAS’s latest win in Kedah was the third and probably final, setback to the
election playbook he named “Mahathirism” in the six months after the May 5
general election.</div>

“This is his third setback in six months and this showed
that he has failed to make any mark even in this by-election in Kedah,” the
Gelang Patah MP told The Malay Mail Online.</div>

The veteran opposition politician alleged that Dr Mahathir
had mounted a campaign of “lies, falsehoods and character-assassination”, which
he added, had formed the staple ahead of polling day in Sungai Limau.</div>

<div class="MsoNormal">
Lim noted that it was similar to the campaign his
88-year-old arch foe had initiated against him ahead of the 13th general
election, citing Dr Mahathir’s accusations that he was contesting in Gelang
Patah to make the Chinese “dislike and hate the Malays”, and claiming that DAP
wanted to remove the Malays from political dominance to set up a Christian
state.</div>

According to Lim, Dr Mahathir and Mahathirism suffered the
first setback during the May 5 polls when he (Lim) had won the Gelang Patah
seat with a majority of over 14,000 votes.</div>

The second setback was during the Umno party elections last
month when his son, the Kedah Mentri Besar Datuk Mukhriz Mahathir, failed to
win the Umno vice president post he had contested.</div>

“This win by PAS candidate Mohd Azam Abdul Samat is very
significant as it proved that despite the might of all of BN and its machinery,
PAS and Pakatan Rakyat (PR) manages to maintain the seat,” Lim said.</div>

<div class="MsoNormal">
Mohd Azam had managed to take the seat but with a reduced
majority than his predecessor, the late Tan Sri Azizan Abdul Razak, by
garnering a majority of 1,084 votes in contrast to the latter’s 2,774 majority
votes on May 5.</div>

<div class="MsoNormal">
Mohd Azam had received 12,068 votes against BN’s Dr Ahmad
Sohaimi Lazim who received 10,985 votes.</div>

Out of the 27,222 registered voters in that constituency,
only 23,249 or 85.5 per cent voters turned out to cast their votes today
compared to 89.43 per cent voters during the 13th general election in May.</div>

Lim termed the win as an inspiration for PR to march forward
from the Sungai Limau by-election to Putrajaya in the 14th general election.</div>

The setback for Dr Mahathir and Mukhriz is also a time for
moderates to speak up and “not be held back by anyone,” he said.</div>

Kedah PAS commissioner and PAS vice president Datuk Mahfuz
Omar also attributed the reduced majority to the fact that polling day fell on
a working day and that a total of 3,666 voters live and work outstation.</div>

<div class="MsoNormal">
“About 1,000 voters were probably unable to vote due to
various reasons, this is why we have reduced majority,” he said.</div>

<div class="MsoNormal">
However, he said PAS will not be complacent and will take
this as the first step for PAS to come back to power in Kedah.</div>

<div class="MsoNormal">
“We hope Mohd Azam, like Azizan, will be able to retain the
seat at every general election for at least another five terms,” Mahfuz added.</div>

<div class="MsoNormal">
The late Azizan had first won the seat in 1995 and had
retained the seat for five terms before it was vacated when he died on
September 26.</div>

PAS’s
reduced majority in yesterday’s Sungai Limau by-election took no skin
off the Islamist party but spells a setback for the ruling Barisan
Nasional (BN) that had been banking on Kedah-born Tun Dr Mahathir
Mohamad’s name and his scion to sail through the polls, DAP leaders have
said.<br />
DAP Kedah interim chief Zairil Khir Johari and the opposition party’s
adviser Lim Kit Siang insisted that PAS’s success in keeping the Kedah
state seat was a major blow to the BN’s mighty machinery under the
leadership of its Mentri Besar Datuk Mukhriz Mahathir, son of Malaysia’s
longest-serving former prime minister, whom they claimed had followed
his father’s style and pulled out all the stops in his bid to wrest
Sungai Limau.<br />
“It is clear that Mahathir’s influence has receded with this win,” Zairil, the son of a former Umno minister, told <em>The Malay Mail Online</em> last night after the official results announced a PAS victory by a lowered 1,084-vote margin.<br />

He alleged that BN was free with its wallet on the campaign trail but
claimed such tactics failed to dent Sungai Limau’s support of PAS
despite what the ruling coalition had hoped for.<br />
“Considering all the carnivals, programmes and resources they have put
into the campaign, any kind of victory by PAS, against all odds, even
with a lesser majority, is considered a great success,” Zairil said.<br />
When contacted, Lim reiterated his previous statement that PAS’s latest
win in Kedah was the third and probably final, setback to the election
playbook he named “Mahathirism” in the six months after the May 5
general election.<br />
“This is his third setback in six months and this showed that he has
failed to make any mark even in this by-election in Kedah,” the Gelang
Patah MP told <em>The Malay Mail Online</em>.<br />
The veteran opposition politician alleged that Dr Mahathir had mounted a
campaign of “lies, falsehoods and character-assassination”, which he
added, had formed the staple ahead of polling day in Sungai Limau.<br />

Lim noted that it was similar to the campaign his 88-year-old arch foe
had initiated against him ahead of the 13th general election, citing Dr
Mahathir’s accusations that he was contesting in Gelang Patah to make
the Chinese “dislike and hate the Malays”, and claiming that DAP wanted
to remove the Malays from political dominance to set up a Christian
state.<br />
According to Lim, Dr Mahathir and Mahathirism suffered the first setback
during the May 5 polls when he (Lim) had won the Gelang Patah seat with
a majority of over 14,000 votes.<br />
The second setback was during the Umno party elections last month when
his son, the Kedah Mentri Besar Datuk Mukhriz Mahathir, failed to win
the Umno vice president post he had contested.<br />
“This win by PAS candidate Mohd Azam Abdul Samat is very significant as
it proved that despite the might of all of BN and its machinery, PAS and
Pakatan Rakyat (PR) manages to maintain the seat,” Lim said.<br />
Mohd Azam had managed to take the seat but with a reduced majority than
his predecessor, the late Tan Sri Azizan Abdul Razak, by garnering a
majority of 1,084 votes in contrast to the latter’s 2,774 majority votes
on May 5.<br />

Out of the 27,222 registered voters in that constituency, only 23,249 or
85.5 per cent voters turned out to cast their votes today compared to
89.43 per cent voters during the 13th general election in May.<br />
Lim termed the win as an inspiration for PR to march forward from the
Sungai Limau by-election to Putrajaya in the 14th general election.<br />
The setback for Dr Mahathir and Mukhriz is also a time for moderates to speak up and “not be held back by anyone,” he said.<br />
Kedah PAS commissioner and PAS vice president Datuk Mahfuz Omar also
attributed the reduced majority to the fact that polling day fell on a
working day and that a total of 3,666 voters live and work outstation.<br />
“About 1,000 voters were probably unable to vote due to various reasons, this is why we have reduced majority,” he said.<br />
However, he said PAS will not be complacent and will take this as the first step for PAS to come back to power in Kedah.<br />
“We hope Mohd Azam, like Azizan, will be able to retain the seat at
every general election for at least another five terms,” Mahfuz added.<br />
The late Azizan had first won the seat in 1995 and had retained the seat
for five terms before it was vacated when he died on September 26.<br />

kerajaan untuk mewajarkan membawa semula kewujudan tahanan tanpa bicara
dalam usaha membendung peningkatan kadar jenayah.<br />

Dalam kenyataannya hari ini, Pua yang juga Setiausaha Publisiti
Kebangsaan DAP turut mengecam tindakan Zahid yang sengaja menakutkan
rakyat melalui kebimbangan keselamatan akibat jenayah yang semakin tidak
terkawal sebagai jalan untuk beliau memperkenalkan semula tahanan tanpa
bicara di Malaysia.<br />

“Pendirian kami mudah, kadar jenayah tinggi dalam negara tidak boleh
diterima sama sekali dan jelas statistik polis yang amat mencurigakan
serta dimanipulasi untuk menunjukkan kononnya kadar jenayah berada di
tahap sederhana.<br />
<br />
“Kami juga membantah usaha Zahid memanfaatkan rasa takut rakyat untuk membenarkan tahanan tanpa bicara yang zalim.<br />
<br />
“Bercakap soal profesionalisme, kunci utamanya adalah dengan
melakukan pembaharuan kecekapan dan organisasi polis serta
penambahbaikan untuk memenangi peperangan membasmi jenayah,” katanya.<br />
<br />
Beliau turut menggesa Zahid menghentikan permainan politiknya dan
mencari jalan segera untuk menangani punca sebenar mengapa jenayah masih
berada pada tahap amat membimbangkan.<br />

Menurutnya, Zahid juga harus menerima kenyataan Perdana Menteri,
Datuk Seri Najib Razak yang menyatakan ‘polis perlu melatih diri untuk
mencari bukti bukan sekadar menangkap suspek dan mengheret mereka ke
tahanan Ordinan Darurat (EO)’.<br />

“Laporan bercanggah Zahid dan data Kementerian Dalam Negeri (KDN)
berhubung jenayah sejak beberapa tahun kebelakangan ini memusnahkan
kredibiliti pasukan polis,” ujarnya.<br />

Katanya lagi, Zahid harus mengakui kesilapannya yang mendakwa jenayah
meningkat dalam hujah beliau sebelum ini untuk membawa semula penahanan
tanpa bicara melalui Akta Pencegahan Jenayah (PCA) 1959.<br />

“Beliau mesti mengakui kesalahannya menyatakan jenayah semakin
meningkat yang bermakna beliau sebenarnya dikelirukan Parlimen untuk
tergesa-gesa meluluskan PCA atau menegaskan bahawa statistik polis
sebenarnya adalah tidak benar dan tidak boleh dipercayai.<br />

Walaupun sudah lebih 50 tahun mentadbir negara, UMNO/Barisan Nasional
(BN) hingga ke hari ini masih belum mampu memperkasakan wanita, malah
mengabaikan peranan mereka dalam pelbagai sektor.<br />

Ahli Parlimen DAP Kulai, Teo Nie Ching berkata, kewujudan Kementerian
Wanita bermula pada 2001 juga tidak memberi sebarang manfaat kepada
dasar dan hala tuju untuk mencapai kesaksamaan gender.<br />
<br />
Menurut beliau, ini terbukti berdasarkan kedudukan Malaysia yang masih berada<br />
di tempat ketiga terbawah di kalangan negara berpendapatan sederhana di Asia dan rantau pasifik.<br />
<br />
“Kementerian Wanita ditubuhkan secara rasminya pada Januari 2001
dengan Datuk Seri Shahrizat Abdul Jalil bertindak sebagai Menteri
pertama. Selepas Shahrizat meletakkan jawatan pada April tahun lalu,
Najib pula mengambul alih peranan Menteri Pembangunan Wanita.<br />
<br />
“Najib dan Shahrizat sepatutnya malu dengan ketidakcekapan mereka
dalam merapatkan jurang gender serta memperkasakan wanita. Negara yang
berdaya saing adalah negara yang mengiktiraf pembangunan rakyat tanpa
mengira gender.<br />
<br />
“BN ternyata gagal memahami bahawa kesaksamaan gender dalam
pembangunan negara kerana mengetepikan wanita dalam bidang kemahiran dan
tenaga kerja. Jadi bagaimana wanita di seluruh negara boleh
mengharapkan esok yang lebih baik jika BN terus memerintah?,” tegas
beliau yang juga Penolong Setiausaha Publisiti Kebangsaan DAP pada
sidang media di Lobi Parlimen, hari ini.<br />

Berdasarkan laporan Global Gender Gap Index tahun lalu, Malaysia
menduduki tempat ke 100 daripada 136 negara dengan memperoleh skor
sebanyak 0,6539.<br />
<br />
Bagaimanapun, dalam laporan terbaru 2013 yang diterbitkan World
Economic Forum, Malaysia menunjukkan perubahan skor negatif iaitu -0021
dan menurun ke tangga 102.<br />
<br />
Global Gender Gap pertama kali diterbitkan pada 2006 bertujuan
mewujudkan indeks pariti gender menyeluruh yang dapat mengesan jurang
dari masa ke semasa dengan menyediakan maklumat mengenai kemajuan negara
berdasarkan penyertaan wanita.<br />

“Dari 2006 dan 2013, 95 negara menunjukkan kemajuan positif dalam
tempoh lapan tahun, tapi Malaysia merupakan antara negara yang
merekodkan kemajuan paling perlahan sedangkan sebahagian besar negara
jiran seperti Singapura, Filipina, Kemboja, Thailand dan Indonesia jauh

Putrajaya’s sugar subsidy cut was a move aimed at concealing
a deal it signed to import sugar at a price way above market rate in 2012, DAP
leader Tony Pua said today.</div>

The Petaling Jaya Utara MP accused the government of lying
about its justification behind the subsidy slash, claiming consumers could
still buy sugar at a much lower price without the cuts if the deal was not
inked.</div>

The subsidy cut has raised sugar price by 34 sen a
kilogramme. Presently the price stands at RM2.85 a kilogramme.</div>

“The Barisan Nasional (BN) government had come up with all
types of excuses to remove the balance of sugar subsidy of 34 sen, or RM521
million annually.</div>

“But the reality is the rakyat have to ‘enjoy’ sugar at a
pricier rate is because the government had signed a deal to import sugar at an
exorbitant price,” Pua said in a statement.</div>

He noted that the current world sugar price is US$18.91
(RM59.30) per pound but in 2012, Putrajaya revealed that it had inked a
three-year deal to import sugar at US$26 per pound.</div>

“Not only do the government not have to bear any subsidy,
but sugar price would become much cheaper (if the deal was not inked),” Pua
claimed.</div>

At the current rate of global sugar price, taxpayers will
have to pay an extra RM194 million a year due to the deal.</div>

the deal following its revelation in Parliament then, saying it would add to
the government’s growing subsidy burden while maintaining the “duopoly” of
Malaysia’s only two sugar producers, the purportedly well-connected Malaysian
Sugar Manufacturing Bhd and Tradewinds Bhd.</div>

Yesterday Opposition Leader Datuk Seri Anwar Ibrahim said
sugar companies, including that of tycoon Tan Sri Syed Mokhtar Al-Bukhary, who
is seen to have close ties with the ruling BN, are expected to rake in a profit
of RM1 billion from Putrajaya’s move to cut sugar subsidy.</div>

The opposition leader claimed the move, introduced by the
Najib administration to trim down spending and tackle its fast-growing deficit,
would strengthen the monopoly of the country’s two main<span style="mso-spacerun: yes;"> </span>players in the sugar industry by shooting
their profit up by 100 per cent from before the cuts.</div>

The gross profit of the sugar industry is RM4 billion
annually. Normally, the profit before tax of these companies is around 9 per
cent. After the entry of Tan Sri Mokhtar into the sector, the profit before tax

“With the removal of subsidy, the profit before tax of the
companies is expected to skyrocket between 20 to 25 per cent with the estimated

Pua said the Najib administration must bear the
responsibility for a negligent decision that will hurt the average Malaysian.</div>

Putrajaya’s
sugar subsidy cut was a move aimed at concealing a deal it signed to
import sugar at a price way above market rate in 2012, DAP leader Tony
Pua said today.<br />
The Petaling Jaya Utara MP accused the government of lying about its
justification behind the subsidy slash, claiming consumers could still
buy sugar at a much lower price without the cuts if the deal was not
inked.<br />
The subsidy cut has raised sugar price by 34 sen a kilogramme. Presently the price stands at RM2.85 a kilogramme.<br />

“The Barisan Nasional (BN) government had come up with all types of
excuses to remove the balance of sugar subsidy of 34 sen, or RM521
million annually.<br />
“But the reality is the rakyat have to ‘enjoy’ sugar at a pricier rate
is because the government had signed a deal to import sugar at an
exorbitant price,” Pua said in a statement.<br />
He noted that the current world sugar price is US$18.91 (RM59.30) per
pound but in 2012, Putrajaya revealed that it had inked a three-year
deal to import sugar at US$26 per pound.<br />
“Not only do the government not have to bear any subsidy, but sugar
price would become much cheaper (if the deal was not inked),” Pua
claimed.<br />
At the current rate of global sugar price, taxpayers will have to pay an extra RM194 million a year due to the deal.<br />
The DAP national publicity chief had in the past criticised the deal
following its revelation in Parliament then, saying it would add to the
government’s growing subsidy burden while maintaining the “duopoly” of
Malaysia’s only two sugar producers, the purportedly well-connected
Malaysian Sugar Manufacturing Bhd and Tradewinds Bhd.<br />
Yesterday Opposition Leader Datuk Seri Anwar Ibrahim said sugar
companies, including that of tycoon Tan Sri Syed Mokhtar Al-Bukhary, who
is seen to have close ties with the ruling BN, are expected to rake in a
profit of RM1 billion from Putrajaya’s move to cut sugar subsidy.<br />
The opposition leader claimed the move, introduced by the Najib
administration to trim down spending and tackle its fast-growing
deficit, would strengthen the monopoly of the country’s two main
players in the sugar industry by shooting their profit up by 100 per
cent from before the cuts.<br />
The gross profit of the sugar industry is RM4 billion annually.
Normally, the profit before tax of these companies is around 9 per cent.
After the entry of Tan Sri Mokhtar into the sector, the profit before
tax jumped to 15 per cent.<br />
“With the removal of subsidy, the profit before tax of the companies is
expected to skyrocket between 20 to 25 per cent with the estimated
returns of RM1 billion,” Anwar said in his speech on the 2014 Budget
debate.<br />
Pua said the Najib administration must bear the responsibility for a negligent decision that will hurt the average Malaysian.<br />
“The government can no longer give all these lame excuses to justify the
price hike… due to the deal, the people have to bear losses in the
millions of ringgit. It must admit its mistake,” he said.<br />

Putrajaya’s proposed Goods and Services Tax (GST) will place a greater financial burden on poor Malaysians who are already struggling to make a living, DAP’s Tony Pua said today.<br /><br />Although Pua noted the government’s intention to use the new tax to trim its budget deficit, he said Putrajaya could have slashed its debts by managing its funds better and tackling “wastage, patronage, extravagance and corruption” in its spending.<br /><br />Pua also attacked minister Datuk Seri Idris Jala’s reasoning yesterday that the GST was needed to broaden the country’s tax base to enable a slash in income tax, saying that the consumption-based tax would place a greater strain on those who do not qualify to pay income tax.<br /><br />“Of all the rationale provided by those in support of the immediate implementation of the GST, this must be the most unacceptable one because it means that the government will be effectively reducing the tax on the workers who earn enough to pay tax today, while, correspondingly, increasing the taxes paid by those who don’t earn enough to pay taxes,” Pua said in a statement today.<br /><br />The Petaling Jaya Utara MP insisted that the introduction of GST in tandem with a slash in income tax would shift the country’s financial burden to Malaysians with lower income.<br /><br />“Firstly, the poorer income groups be forced to bear the burden of the reduced income tax of the higher income groups. On top of that, they will be hit by a regressive tax regime which taxes the poor proportionately more than the rich,” Pua said.<br /><br />In making his point about the GST’s regressive nature, Pua said that those who earn less will effectively be taxed a higher percentage of their income when they spend, in comparison to higher wage-earners who will pay a lower percentage of tax on their income despite the same GST rate.<br /><br />“Hence the natural impact of the GST is proportionately higher on the poor than on the rich,” the DAP publicity secretary said, comparing it to the existing income tax system imposes a higher percentage of tax on those who earn more.<br /><br />Yesterday, Jala noted that only less than two million people out of a 29-million strong population pay income tax, indicating it was not sustainable for the country to rely on this small group of taxpayers.<br /><br />“In fact, if we don’t widen the tax base, there is absolutely no room to cut income taxes further. For various reasons, including the fact that much income goes unreported, we need to broaden the tax base,” the minister in the PM’s department wrote on his blog yesterday.<br /><br />Pua also questioned Jala’s argument of the need for the country to widen its tax base, saying that the key issue was the inability of the bulk of Malaysians to earn enough to pay income tax.<br /><br />“We must remember that it is not because these 85 per cent do not want to pay tax, but because they don’t earn enough to qualify to do so. It should be noted that the income tax brackets have not been modified for nearly 2 decades and the question is why are the overwhelming majority of Malaysian workers still earning suppressed wages at less than RM2,500 to RM3,000 per month?” he asked.<br /><br />Despite agreeing with Jala that there are Malaysians who evade tax, Pua argued that those who do so by failing to declare their true income are a “tiny group” in comparison to the “85 per cent who don’t qualify to pay taxes”.<br /><br />“Why should the failure of the authorities to enforce tax on these evaders justify the government’s decision to tax all these Malaysians who are struggling to make ends meet with income less than RM2500?” he asked.<br /><br />In the same statement, Pua poured cold water on Putrajaya’s argument that the GST was vital to slash its debts, pointing out that Malaysia had experienced strong economic growth and should have enough money without having to resort to imposing more taxes.<br /><br />“Due to the fact that we are fortunately blessed with oil and gas revenues, as well as an enviable economic growth record over the past decades, the government actually have enough funds in its coffers. What it has however failed to do, is to ensure that these funds are properly utlised and invested.<br /><br />“Hence until this government learns and proves to the people that it knows how to manage the rakyat’s hard-earned monies in an honest, professional and efficient manner, it will have no right to raise more taxes from the people, especially from the middle-income and the poor,” Pua said.<br /><br />Putrajaya is seeking to introduce the GST, possibly in the upcoming Budget 2014 that will be tabled on Friday, in a bid to broaden the tax base and to narrow the fiscal deficit.<br /><br />The federal government has stated that it aims to reduce the fiscal deficit from 4.5 per cent of the gross domestic product last year to 4 per cent this year, and gradually to 3 per cent by 2015.<br /><br />Amid fears that the poor would be hit the hardest by the GST, Jala yesterday said that essential goods like food, public transport and education will likely be exempted from the tax.<br /><br />Jala also said that the GST would automatically tax those who are richer the most as they will consume and spend more, instead of the lower-income group.<br /><br />He also pointed out that the GST will replace the current sales and service tax of between six to 10 per cent.<br /><br />Jala stressed that the GST would be implemented only in 2015 if it were to be announced in Budget 2014, as 12 to 18 months is needed for preparation.<br /><br />Due to public pressure, the implementation of the GST has been postponed several times since the tax was first announced during Budget 2005 - www.themalaymailonline.com<div id="stcpDiv" style="left: -1988px; position: absolute; top: -1999px;">

Baru-baru ini, kita telah didedahkan bahawa Kementerian Pendidikan
Malaysia (KPM) membayar RM20 juta kepada McKinsey & Co untuk
perkhidmatan perundingan dalam merangka Pelan Induk Pembangunan
Pendidikan 2013-2025.<br />
<br />
Walau bagaimanapun, rupa-rupanya bayaran bagi khidmat nasihat
perundingan yang berjumlah RM20 juta kepada McKinsey hanya sebahagian
kecil daripada keseluruhan kisah sebenar. Menurut jawapan Parlimen yang
saya terima daripada Menteri Pendidikan, Kementerian telah melantik tiga
perunding luar iaitu British Council, Brighton Education Group dan SMR
HR Group, dalam program tiga tahun yang bertujuan untuk “meningkatkan
kapasiti” guru bahasa Inggeris di negara ini.<br />
<br />
Ketiga-tiga firma perunding telah dianugerahkan kontrak mulai tahun
2011 hingga 2013 dengan kos keseluruhan berjumlah RM268.5 juta atau
RM89.5 juta setahun. Sebagai sebahagian daripada perjanjian itu, firma
terbabit akan menyediakan 360 orang mentor penutur jati bahasa Inggeris
(120 mentor setiap firma) sepanjang tempoh tiga tahun.<br />
<br />
Jawapan parlimen menyatakan selanjutnya bahawa sejumlah 7,500 guru
dari 1,800 sekolah akan dilatih, dengan tanggungjawab dibahagikan
mengikut geografi. British Council telah ditugaskan untuk menyediakan
mentor untuk melatih guru-guru di Labuan, Sabah dan Sarawak, manakala
Brighton Education Group akan melatih guru-guru di Kelantan, Terengganu,
Pahang, Melaka, Johor dan Negeri Sembilan. Sementara itu, SMR HR Group
akan melatih guru-guru di Pulau Pinang, Perlis, Perak, Kedah dan
Selangor.<br />
<br />
Dalam erti kata lain, hampir RM270 juta dibelanjakan untuk mengupah
360 mentor Inggeris ini. Kos ini memecahkan kepada RM250,000 setahun
bagi setiap mentor, atau berjumlah hampir RM21,000 sebulan.<br />
Tidak kira apa penjelasan yang diberikan oleh KPM, tidak ada alasan
munasabah yang boleh mewajarkan jumlah yang tidak masuk akal untuk
dibelanjakan bagi menyediakan apa yang sebenarnya merupakan cuti bergaji
selama tiga tahun bagi 360 orang mentor penutur jati bahasa Inggeris.<br />
<br />
Selain itu, berdasarkan laporan dan maklum balas yang diterima
daripada guru-guru yang menjalani program ini, “sesi bersama mentor”
hanyalah antara tiga hingga empat jam sebulan. Ini serta-merta
menimbulkan persoalan tentang keberkesanan program mentor ini.
Bagaimanakah seseorang itu diharapkan menguasai sesuatu bahasa dengan
hanya tiga hingga empat jam latihan sebulan?<br />
<br />
Tambahan pula, jumlah perbelanjaan sebanyak RM270 juta untuk melatih
7,500 guru adalah bersamaan <br />

dengan RM36,000 bagi setiap guru dalam
tempoh tiga tahun. Jumlah ini adalah lebih daripada kos untuk mendaftar
guru yang sama ke program ijazah dalam bahasa Inggeris dengan struktur
pembelajaran yang tersusun di sebuah universiti tempatan. Sebagai
contoh, Universiti Terbuka Wawasan menawarkan Ijazah Sarjana Muda
Sastera (Kepujian) dalam Pengajian Bahasa Inggeris dengan kos kira-kira
RM24,000, iaitu dua pertiga kos program mentor yang disediakan oleh
firma perundingan ini. Sementara itu, kos kursus diploma selama enam
bulan dalam TESOL (Teaching English to Speakers of Other Languages) hanya RM4,500 di kolej swasta tempatan.<br />
<br />
Meskipun matlamat untuk meningkatkan kualiti guru-guru bahasa
Inggeris adalah terpuji dan perlu diteruskan, namun ini sama sekali
tidak membenarkan tindakan KPM yang sewenang-wenangnya melantik
jururunding yang tidak sepadan dengan harganya, terutama apabila pilihan
yang lebih murah dan lebih baik telah sedia ada.<br />

Bekas Perdana Menteri Tun Mahathir salah dalam menyebut bahawa
bukan-Muslim yang bertegas tentang penggunaan kalimah “Allah” di
Semenanjung Malaysia cuba menggugat keadaan sedia ada dan berbuat
demikian “untuk menimbulkan ketegangan antara agama” memandangkan
bukan-Muslim di Semenanjung secara tradisinya tidak menggunakan
perkataan tersebut.<br />

Tiga generasi rakyat Malaysia tika kira kaum atau agama menyanyikan
lagi rasmi tujuh buah negeri, iaitu Johor, Selangor, Perak, Kedah,
Pahang, Kelantan, dan Terengganu, yang menyeru nama Allah untuk
mendoakan rahmat dan perlindungan bagi Sultan dan rakyat. Apakah mereka
ini telah berbuat silap?<br />

dan dalam lagu negeri Kedah “Allah selamat Sultan Mahkota.”<br /><br />
Apakah tiga generasi rakyat Malaysia, khususnya bukan-Muslim di
tujuh buah negeri Johor, Selangor, Perak, Kedah, Pahang, Kelantan, dan
Terengganu, semuanya berbuat salah dan telah menyentuh sensitiviti
Muslim yang sezaman dengan mereka dalam menyeru nama Allah untuk
mendoakan rahmat dan perlindungan buat Sultan dan rakyat ketika
menyanyikan lagu negeri mereka?<br /><br />
Apakah Muslim di ketujuh-tujuh buah negeri itu sepanjang 56 tahun
ini merasa terhina kerana bukan-Muslim turut menyebut nama “Allah”
sewaktu menyanyikan lagu rasmi negeri?<br /><br />
Jawapannya sudah tentu “Tidak.”<br /><br />
Kalau begitu, mengapa kontroversi kalimah “Allah” digembar-gemburkan
sehingga dapat melebarkan lagi jurang perkauman dan keagamaan dalam
negara dan mengubah dasar 1Malaysia Perdana Menteri Datuk Seri Najib
Razak menjadi dasar 2Malaysia, khususnya dalam soal hak keperlembagaan
rakyat Malaysia, mencemarkan reputasi Malaysia di peringkat dunia
sebagai sebuah “model” negara majmuk yang majmuk dan mengamcam usaha
untuk menarik masuk pelaburan asing berikutan persoalan yang timbul
berkaitan keutuhan dan kebebasan badan kehakiman di Malaysia?<br /><br />
Terpulang kepada Najib untuk membuktikan bahawa beliau adalah
Perdana Menteri untuk semua rakyat Malaysia dan bahawa dasar 1Malaysia
beliau bukan sebenarnya adalah dasar 2Malaysia! <br /><br />

<li> Jabatan Pertanian Negeri Johor menyasarkan pendapatan bersih sekurang-kurangnya RM3,000 sebulan bagi setiap peserta TKPM.<br />
Tetapi setakat tahun 2012, analisis Audit mendapati hanya 34.5%
peserta telah memperoleh purata pendapatan bersih antara RM3,288 hingga
RM22,266 sebulan. Manakala baki 65.5% tidak mencapai pendapatan
disasarkan kerana memperoleh antara RM229 hingga RM2,922 sebulan.<br />

<li>Setiap peserta TKPM sepatutnya mengusahakan tanaman sayuran
keluasan minimum 2 hektar atau buah-buahan minimum 5 hektar. Akan
tetapi terdapat peserta yang mendapat tanah tanaman melebihi keluasan
minimum (contohnya, TKPM Ulu Tiram berkeluasan 43.7 hektar tetapi hanya
terdapat 3 peserta) dan terdapat peserta yang mendapat tanah tanaman
kurang daripada keluasan minimum (contohnya, 15 peserta berkebun di TKPM
Lepau yang hanya berkeluasan 15.5 hektar tanah tanaman dan 3 peserta
bertanam di TKPM Fertigasi Pagoh yang berkeluasan 1.5 hektar tanah
tanaman).<br />

<li>Walaupun,peruntukan berjumlah RM4.38 juta telah diluluskan
oleh Kerajaan Persekutuan sejak tahun 2010 hingga 2012 untuk membiayai
kemudahan dan infrastruktur asas, lawatan Audit mendapati 21.6% lot
tanaman tidak diusahakan dan disenggarakan.<br />

<li> Objektif utama program TKPM adalah untuk memastikan
bekalan makanan yang berkualiti dan selamat dimakan. Tetapi semakan
Audit mendapati sebanyak 35% sampel tanaman sayur-sayuran dan
buah-buahan telah melanggar peraturan penggunaan racun makhluk perosak.
Sehingga bulan Disember 2012, tiada peserta berjaya memperoleh
pensijilan Skim Amalan Ladang Baik Malaysia (SALM) kerana peserta belum
mencapai piawaian yang ditetapkan oleh Jabatan Pertanian Malaysia.<br />

<li> Jabatan Pertanian mengambil masa sehingga 32 bulan untuk
menyingkir peserta-peserta yang tidak menunjukkan minat untuk
mengusahakan projek manakala urusan pengambilan peserta baru bagi
menggantikan peserta yang digugurkan atau menarik diri dari menyertai
program TKPM juga lewat dilaksanakan. Keadaan ini telah mengakibatkan
lot tanaman telah dibiarkan tanpa peserta antara 4 hingga melebihi 24
bulan.<br />
</li>
<li>Kos penyelenggaraan yang ditetapkan adalah RM120 sehektar
setahun. Sewa tahunan sebanyak RM500 sehektar setahun dikenakan mulai
tahun ketiga. Semakan Audit terhadap kutipan sewa mendapati prestasi
kutipan kos penyelenggaran dan sewa adalah rendah iaitu antara 4.3%
hingga 37.7%.<br />

</ol>
Semakan Audit selanjutnya mendapati sejumlah RM40,845 atau 19.6%
bayaran kos penyelenggaraan dan sewa tahunan telah dikutip manakala
sejumlah RM167,501 atau 80.4% masih lagi tertunggak sehingga kini.<br />
Seperti yang didapati oleh Audit, antara faktor yang menyebabkan
kegagalan TKPM adalah sikap peserta yang kurang komited dan produktif.
Saya ingin menggesa Jabatan Pertanian supaya memilih peserta-peserta
yang memang berminat dalam pertanian untuk memastikan peruntukan dan
kemudahan yang disediakan dapat digunakan sepenuhnya bagi mencapai
objektif TKPM.<br />
<br />
Selain daripada itu, jurang pendapatan bersih antara peserta TKPM
adalah sangat besar. Ada yang hanya memperoleh RM229 sebulan, tetapi ada
juga peserta yang memperoleh melebihi RM20,000 sebulan. TKPM juga harus
menperjelaskan kenapa ada peserta yang mendapat tanah tanaman yang
melebihi 14 hektar tetapi ada juga peserta yang hanya mendapat 0.5
hektar. Jabatan Pertanian mestilah menjelaskan samada program ini telah
dilaksanakan dengan adil ataupun hanya segelintir kroni yang memperoleh
manfaat daripada program ini.<br />
<br />
Untuk mereka yang memperoleh pendapatan bersih melebihi RM20,000
sebulan, soalannya adalah samada mereka masih berlayak untuk menyertai
program TKPM dan terus menikmati sewaan lot tanah dan kos
penyelenggaraan yang begitu rendah.<br />

Kuasa pendakwaan harus terus diletakkan kepada Jabatan Peguam Negara
sungguhpun terdapat kekurangan dalam penyampaian Jabatan Peguam Negara.<br />
<br />
Permintaan Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) supaya
kuasa pendakwaan diberi kepada SPRM untuk menjalankan pendakwaan
terhadap orang kena tuduh (OKT) yang melanggar undang-undang pencegahan
rasuah tidak wajar kerana ini bercanggahan dengan prinsip “check and
balance” atau prinsip penyemakan dan pemantauan terhadap agen
penyiasatan.<br />
<br />
SPRM ialah sebuah agen kerajaan yang bertanggungjawab untuk
menjalankan kerja-kerja penyiasatan kes jenayah rasuah manakala Jabatan
Peguam Negara ialah sebuah agen kerajaan yang menjalankan tugas
pendakwaan. Kedua-dua fungsi ini perlu diasingkan supaya tidak berlaku
pertindihan dan pemusatan kuasa di satu-satu agensi kerajaan.<br />
<br />
Kedua-dua fungsi ini juga perlu diasingkan supaya kuasa pendakwaan
iaitu Jabatan Peguam Negara boleh melihat keseluruhan kes yang dibawa
oleh kuasa penyiasatan dengan lebih menyeluruh, objektif dan
professional supaya kes pendakwaan yang dibawa ke mahkamah ialah kes
yang “water tight”, iaitu kes yang mempunyai asas yang kukuh untuk
menang di mahkamah (keupayaan Jabatan Peguam Negara untuk mencapai tahap
ini merupakan satu lagi isu yang perlu dibincang secara berasingan).<br />
<br />
Kedua-dua SPRM dan Jabatan Peguam Negara tidak beroperasi secara
bersendirian kerana sama ada berjaya atau tidak seseorang OKT disabit
bersalah atas tuduhan rasuah di mahkamah juga bergantung kepada bentuk
undang-undang mencegah rasuah yang sedia ada di Malaysia.<br />
<br />
Satu kekurangan yang amat ketara dalam undang-undang pencegahan
rasuah di Malaysia ialah seseorang dan ahli-ahli keluarganya yang
mempunyai pendapatan dan harta yang lauh lebih banyak dan tidak sepadan
dengan pendapatannya tidak dianggap rasuah.<br />
<br />
Situasi ini sememangnya berbeza dengan perundangan yang ada di
negara-negara maju seperti di Hong Kong di mana sekiranya perkara ini
berlaku, maka seseorang penjawat awam itu boleh terus didakwa di
mahkamah mengikut prosidur yang telah ditetapkan melalui Jabatan
Kehakiman Hong Kong atau Department of Justice of Hong Kong.<br />
<br />
Selain daripada faktor undang-undang, terdapat juga faktor-faktor
yang lain yang menentukan berjaya atau tidak perjuangan menentang
rasuah, termasuk penyelarasan gaji penjawat awam dan nilai jatidiri yang
perlu diterap dengan lebih konsisten ke dalam perkhidmatan awam di
Malaysia.<br />
<br />
Justeru itu, masalah hakiki bukanlah tentang pemberian kuasa
pendakwaan kepada SPRM untuk membawa kes rasuah ke mahkamah, malahan
ianya bercanggahan dengan prinsip penyemakan dan pemantauan.<br />

DAP MP Tony Pua today conceded that the Parliament’s Public Accounts Committee (PAC) is ‘toothless’ against graft cases, despite being a member of the panel.<br /><br />This comes as PAC chairman Datuk Nur Jazlan Mohamed admitted that cases of power abuse are given the lowest priority under the committee’s jurisdiction.<br /><br />“As a whole, I want to admit, it is true that PAC is toothless. PAC can only roar. We can make a lot of noise, but we don’t have any power,” Pua told a forum on the Auditor-General’s Report here.<br /><br />“PAC can only go through several government agencies, or issues arising. Afterwards, that’s it. We have to hand them over to the enforcement agencies for follow-ups.”<br /><br />The Petaling Jaya Utara MP gave the example of the Port Klang Free Zone (PKFZ) scandal, where former transport minister Tun Dr Ling Liong Sik was only charged with “cheating”, despite the PAC’s recommendation of a criminal breach of trust (CBT) charge.<br /><br />Earlier in the same forum, Nur Jazlan explained that PAC members will cherry-pick issues to pursue, rather than handling all that come before them.<br /><br />“Usually, they are issues involving the discipline of civil servants. Issues of embezzlement, I think they are at the bottom. Menurutnya, pada Januari 2012, Kementerian Pendidikan membuka kursus
Diploma Perguruan Lepasan Ijazah (DPLI) bagi menyelesaikan masalah
kekurangan guru di sekolah rendah dan menengah, namun graduan Guru
Sandaran Tidak Terlatih (GSTT) yang tamat pengajian Mei lalu masih belum
ditempatkan hingga sekarang.<br />

“Kementerian
Pendidikan mesti bertanggungjawab dengan memberi penjelasan atau
statistik berhubung permasalahan itu. Jika tidak, perkara ini sekali
lagi menunjukkan kegagalan mereka dalam membuat perancangan sempurna
yang akhirnya membazirkan sumber negara,” katanya dalam kenyataan.<br />
<br />
Berdasarkan jawapan lisan 30 September lalu, Timbalan Menteri
Pendidikan II, P. Kamalanathan menyatakan bahawa graduan GSTT-DPLI
adalah sebanyak 6,020 orang di mana sebanyak 2,017 orang di bawah
kategori sekolah rendah dan 4,003 sekolah menengah.<br />

Kamalanathan mendakwa senarai calon lepasan graduan itu telah
dikemukakan kepada Suruhanjaya Perkhidmatan Pendidikan (SPP) dan
temuduga dijangka akan dijalankan pada Oktober dan lantikannya bermula
Januari tahun depan.<br />
<br />
Menyelar jawapan lisan itu, Nie Ching yang juga Penolong Setiausaha
Publisiti Kebangsaan DAP menegaskan, melalui semakannya menerusi laman
web Kementerian Pendidikan atau SPP masih belum ada sebarang maklumat
mengenai temuduga itu sehingga kini.<br />

“Apabila graduan menelefon jabatan berkenaan, pegawai terbabit tidak
dapat memberi tarikh temuduga seperti yang dikatakan Timbalan Menteri.<br />
<br />
“Semua graduan telah menandatangani kontrak perkhidmatan selama dua
tahun dengan kementerian maka ini menjadi halangan kepada mereka untuk
mencari pekerjaan alternatif terutamanya di sektor swasta.<br />
<br />
“Pernahkah Kementerian mengambil berat terhadap mereka apabila mereka
perlu menunggu penempatan selama tujuh bulan dan menghadapi masalah
pengangguran serta menanggung kos sara hidup yang tinggi?,” soalnya.<br />
<br />
Nie Ching turut mempersoalkan tindakan Kementerian yang sengaja
melambat-lambatkan proses temuduga dan penempatan graduan tanpa sebarang
alasan munasabah.<br />

“Kajian tidak rasmi menunjukkan sebanyak 100 hingga 120 kekosongan
guru di sekolah rendah. Jika kekurangan itu sudah lama berlaku, mengapa
temuduga dan penempatan graduan GSTT-DPLI masih ditangguhkan?<br />

“Tambahan pula, pengajian DPLI telah melahirkan 6,000 tenaga pengajar
yang masih menunggu penempatan, ia menimbulkan satu keraguan besar,
apakah benar kita mempunyai 6,000 kekosongan guru di semua sekolah yang

government to amend the Petroleum Development 1974 Act and allow the
Auditor-General to investigate and audit national oil company Petronas'
account.<br /><br />
Taiping MP Nga Kor Ming said it is timely that the government amend
the act to allow for a more transparent and accountable manner in
managing the country's wealth in the oil and gas sector.<br /><br />
"It is not a private company but one placed under a statute. Why then
was an audit never carried out before?" asked Nga in a press conference
at the Parliament lobby today.<br /><br />
He said that currently, only Prime Minister Datuk Seri Najib Abdul
Razak has access to Petronas's accounts and its internal audit reports.<br /><br />
"This is not right as the people deserve to know what is going on
with regards to Petronas's financial situation, since it contributes 40%
to the country's revenue," he said.<br /><br />
Nga also said Petronas had paid the government a total of RM732
billion, based on a written reply provided by the Prime Minister's
Department.<br /><br />
The reply reveals that Petronas paid RM278 billion in company
dividends, RM124 billion for petroleum revenue, RM310 billion in income
tax and RM20 billion was paid on export duty.<br /><br />

kepada para perwakilan untuk memilih 20 orang ahli bagi memenuhi barisan
Jawatankuasa Eksekutif Pusat (CEC).<br /><br />
Pengumuman ini dibuat oleh Pegawai Pengurus Pemilihan Kongres Khas, Dr Ong Kian Ming.<br /><br />
Menurut beliau, proses pemilihan semula kali ini berjalan dengan lancar tanpa sebarang masalah.<br /><br />
Kongres Pemilihan Khas hari ini telah dihadiri oleh 1,731 perwakilan
dari 2,576 perwakilan yang sepatutnya hadir mencatatkan peratusan
sebanyak 67.20 peratus . Enam orang perwakilan yang hadir tidak
mengundi.<br /><br />
Dalam laporan Roketkini semalam, Dr Ong Kian Ming berkata, seramai 17
orang calon menarik diri dan dua meletak jawatan menjadikan bilangan
yang calon yang bakal dipilih perwakilan berjumlah 47 orang berbanding
66 calon tahun lalu.<br /><br />
“Parti telah menerima notis dari 12 individu yang telah menarik diri
dan seorang meletak jawatan sebagai calon bagi pemilihan semula CEC pada
29 September ini.<br /><br />
“Pada Kongres DAP Kebangsaan Disember 2012 yang lalu, seramai enam
orang calon menarik diri manakala seorang pula meletak jawatan manakala
John Fernandez telah meletak jawatan pada bulan April 2013,” ujarnya.<br /><br />
Keputusan pemilihan CEC hari ini dijangka dapat diketahu sewalnya pada jam enam petang. – Roketkini.com<br />

Dr. Abu Bakar b. Mohamad Diah telah menjawab soalan Parlimen saya
tentang program satelit kerajaan pusat RazakSat-2.<br /><br />
RazakSat-2 merupakan kesinambungan projek satelit pengimejan
RazakSat-1 yang telah dilancarkan ke angkasa dari Pulau Kwajalein pada
21 April 2010. Program RazakSat-1 telah memakan belanja sebanyak RM142
juta. Namun hanya SETAHUN selepas dilancarkan satelit RazakSat-1
didapati gagal berfungsi. Sebanyak 1,328 imej beresolusi tinggi daripada
satelit tersebut tidak boleh dipakai kerana terdapat ralat sehingga 37
km. Dalam kata lain, nak ambil imej Sungai Buloh, terambil pula imej
Kuala Selangor yang sejauh 37 km dari sasaran. Pada tahun 2011, Ketua
Audit Negara turut memberikan teguran keras terhadap projek ini.<br /><br />
Ketua Audit Negara turut melaporkan bahawa syarikat kepunyaan
kerajaan Astronautic Technology Sdn. Bhd. (ATSB) yang mengoperasikan
RazakSat-1 telahpun mengalami kerugian RM10.89 juta pada tahun 2009
sebelum satelit tersebut dilancarkan lagi.<br /><br />
Dalam jawapan beliau kepada saya tentang status program RazakSat-2
yang telah diumumkan DUA (2) tahun yang lepas, Timbalan Menteri
menyatakan bahawa program tersebut “masih lagi di peringkat pemilihan
rakan teknologi untuk bekerjasama dengan...ATSB”.<br /><br />
Di sini, saya nak membangkitkan DUA (2) isu kiritikal dalam jawapan yang diberikan oleh Timbalan Menteri tersebut:<br />
<ol>
<li><strong> Kos projek meningkat 35% dari RM200 juta ke RM271.9 juta</strong><br />
Saya terkejut mendapati kos RazakSat-2 telah meningkat ke RM271.9
juta pada ketika ini. Apabila projek tersebut diumumkan pada 2011, ianya
bernilai RM200 juta dan angka itu sudahpun merupakan lebih 40%
peningkatan daripada kos RazakSat-1.<br />
Kini kos RazakSat-2 meningkat lagi 35%. Persoalannya ialah, mengapa
kos projek naik RM71.9 juta walaupun tiada lagi sebarang kerja yang
besar dilaksanakan sejak diumumkan pada 2011?<br />
</li>
<li><strong>Projek ini kini ditunda ke 2016</strong><br />
Apabila RazakSat-2 diumumkan pada September 2011 oleh bekas Menteri
Sains, Teknologi dan Inovasi Dr. Maximus Ongkili, beliau telah
menyatakan bahawa satelit tersebut dijangka akan beroperasi menjelang
2015.<br />
Kini, DUA (2) tahun sudah berlalu dan hanya sekarang kerajaan
memaklumkan bahawa projek ini masih dalam peringkat mencari rakan
teknologi. Timbalan Menteri pula berkata bahawa kini projek tersebut
hanya akan beroperasi pada tahun 2016. Namun, melihat kepada status
projek pada masa kini, amat diragui sama ada RazakSat-2 akan beroperasi
walaupun menjelang tahun 2016.<br />

Yang hairannya, pada awal tahun ini, Singapura telah mengumumkan
satelit penderiaan jarak jauh (remote sensing satellite) komersil yang
pertama negara tersebut TeLEOS-1 dan satelit tersebut dijangka akan
dilancarkan menjelang 2015.<br /><br />
<strong>Kesimpulan</strong><br />
Saya akan membangkitkan isu-isu lain yang berkaitan RazakSat-2 pada
kenyataan yang akan datang. Namun di sini, kerajaan perlu menjawab dua
isu di atas iaitu mengapa kos projek mega ini meningkat walaupun masih
belum ada sebarang kerja besar dilaksanakan selepas DUA (2) tahun
RazakSat-2 diumumkan. Kelewatan projek ini seakan-akan seperti projek
RazakSat-1 yang terdahulu yang akhirnya gagal dan membawa kerugian
sebanyak RM142 wang rakyat. Nampaknya sehingga sekarang, kerajaan gagal
untuk menunjukkan sebarang komitmen yang serius ke atas projek ini
selain membelanjakan lebih banyak wang lagi.<br /><br />
Saya berharap kerajaan akan memberikan satu laporan yang jujur dan
terperinci tentang situasi projek RazakSat-2, termasuk mengapa kosnya
meningkat begitu mendadak dan mengeluarkan laporan post mortem kegagalan
RazakSat-1 serta apakah langkah-langkah bagi mengelakkan perkara yang
sama daripada berlaku pada RazakSat-2.<br /><br />

Tamil yang baru di negara kita? Banyak janji-janji dibuat sebelum
pilihanraya bahawa kerajaan bersedia untuk menubuhkan sekolah- sekolah
Tamil jika ada keperluan di tempat- tempat tertentu. Tetapi, bolehkah
janji ini dipercayai? Apakah status 7 sekolah Tamil baru yang dijanjikan
oleh kerajaan?<br /><br />
Setakat ini tidak ada apa-apa tindakan kerajaan yang serius dalam
membina sekolah Tamil di negara ini. Ada bukti- bukti sejarah yang
menunjukkan bahawa negara kita pernah memiliki lebih 1000 sekolah Tamil.
Hari ini, yang masih kekal hanyalah sebanyak 523 sahaja.<br /><br />
Hampir 50% Sekolah-sekolah Tamil telah ditutup di bawah pentadbiran
Kerajaan Barisan Nasional. Kerajaan memberi pelbagai alasan untuk
penutupan sekolah-sekolah itu. Antaranya ialah migrasi masyarakat India
dari ladang- ladang ke kawasan bandar dan separa bandar mengikut
peredaran masa.<br /><br />
Ini menyebabkan bilangan murid-murid semakin berkurangan dan
akhirnya kerajaan terpaksa membuat keputusan untuk menutup sekolah-
sekolah tersebut. Ini mungkin satu jawapan yang logik dan rasional.
Tetapi, migrasi kaum India ke kawasan bandar dan separa bandar
meningkatkan populasi mereka di situ. Oleh yang demikian, adalah wajar
untuk mmembina sekolah- sekolah Tamil di kawasan bandar & separa
bandar yang mempunyai penduduk kaum India yang ramai.<br /><br />
Berhubung dengan perkara itu, saya telah menanyakan satu soalan
lisan di Dewan Rakyat pada 24 September 2013. Soalan saya adalah seperti
berikut :<br /><br />
" minta Menteri Pendidikan menyatakan sama ada Kementerian mempunyai
niat untuk menubuhkan sekolah-sekolah Cina dan Tamil yang baru. Jika
ya, adakah Kementerian mempunyai rancangan untuk membina sekolah Tamil
di kawasan Jelapang yang mempunyai lebih kurang 20% kaum India"<br />
Kerajaan memberi satu jawapan yang putar belit dan mengelak. Ini
membuktikan kerajaan tidak serius dalam menangani isu ini. Berikut
adalah jawapan kerajaan :<br /><br />
" Kementerian Pendidikan Malaysia amat mengambil berat akan
keperluan sekolah untuk semua kaum. Kementerian juga sentiasa berusaha
menyediakan kemudahan pembelajaran yang terbaik untuk semua kaum.
Permohonan penubuhan sekolah-sekolah jenis kebangsaan mengikut keperluan
komuniti sesuatu kaum sentiasa diberikan perhatian serta pertimbangan
yang sewajarnya oleh kementerian dari semasa ke semasa. Walau
bagaimanapun, penubuhan serta pembinaan sekolah tersebut adalah
tertakluk kepada kelulusan pihak pengurusan tertinggi kerajaan"<br /><br />
Jawapan ini menimbulkan banyak persoalan yang mencurigakan.<br />
<ol>
<li>Adakah kerajaan benar- benar mengambil berat akan keperluan
untuk membina sekolah-sekolah Cina dan Tamil? Berapakah jumlah sekolah
Cina dan Tamil yang telah dibina di negara kita sejak kemerdekaan?<br />
</li>
<li>Adakah benar Kementerian Pendidikan menyediakan kemudahan
pembelajaran yang terbaik untuk semua kaum? Kalau benar, kenapa kita
masih mempunyai sistem dua aliran yang berbeza iaitu sekolah bantuan
penuh dan sekolah bantuan modal?<br />
</li>
<li> Betulkah kerajaan menubuhkan sekolah-sekolah jenis
kebangsaan mengikut keperluan komuniti sesuatu kaum? Kalau betul,
bolehkah kerajaan senaraikan semua sekolah- sekolah jenis kebangsaan
yang dibina mengikut keperluan komuniti sejak 10 tahun yang lalu.<br />
</li>
<li>Kementerian Pendidikan menjawab bahawa penubuhan serta
pembinaan sekolah tersebut tertakluk kepada kelulusan pihak pengurusan
tertinggi kerajaan. Siapakah pengurusan tertinggi itu yang dimaksudkan
itu?<br />
</li>
<li>Kenapa Kementerian Pendidikan tidak menjawap soalan
spesifik saya mengenai rancangan untuk membina sekolah Tamil di kawasan
Jelapang yang mempunyai lebih kurang 20% kaum India?<br />
</li>
</ol>
Ini membuktikan kerajaan tidak ada rancangan untuk membina sekolah
jenis kebangsaan di kawasan- kawasan tertentu walaupun terdapat jumlah
kaum tertentu yang ramai dan mempunyai keperluan.<br /><br />

Ahli Dewan Undangan Negeri (Adun) pembangkang di Pulau Pinang akan
diberikan peruntukan untuk projek pembangunan kecil sebanyak RM40,000
setahun mulai tahun depan menurut Ketua Menteri Lim Guan Eng (gambar).<br /><br />
Menurut Lim, keputusan itu telah dibincangkan dalam mesyuarat Exco
kerajaan negeri itu pada Rabu dan telah diluluskan secara prinsip.<br /><br />
"Selepas kemenangan Pakatan Rakyat (PR) di Pulau Pinang dengan tambahan
undi popular sebanyak 10% dalam Pilihan Raya Umum ke-13 (PRU13) pada
Mei lalu, Adun PR terdiri daripada 30 orang ahli dan Adun Umno seramai
10 orang.<br />
<br />
"Kerajaan negeri telah cuba menjemput Adun Umno untuk menyertai
keahlian jawatankuasa Majlis Mesyuarat Kerajaan Negeri agar mereka
melakukan kerja sambil menerima peruntukan tetapi tawaran ikhlas
kerajaan negeri telah ditolak dengan begitu angkuh oleh Adun Umno kerana
tidak mahu bekerjasama dengan kerajaan PR," katanya dalam satu
kenyataan media hari ini.<br /><br />
Lim menggesa Adun Umno menjadi ahli jawatankuasa Majlis Mesyuarat
Kerajaan Negeri kerana bimbang mereka tidak mengikut standard operasi
yang ditetapkan seperti tender terbuka secara kompetitif, berintegriti
dan melarang penglibatan ahli keluarga pemimpin daripada melibatkan diri
dalam urusniaga dengan kerajaan.<br /><br />
Katanya, keengganan Adun Umno bekerjasama dengan kerajaan PR melihatkan sikap lepas tangan pemimpin tersebut.<br /><br />
"Kelakuan mereka selari dengan sikap konfrontasi yang diamalkan oleh
Barisan Nasional (BN) dan Umno terhadap PR sungguhpun Perdana Menteri
Datuk Seri Najib Razak melaung-laungkan semangat pendamaian nasional.<br /><br />
"PR mengamalkan sikap terbuka menghormati prinsip semangat demokrasi
yang bertindak adil kepada semua bangsa dan agama tanpa berdiskriminasi
di antara penyokong BN dan PR. Bantuan kerajaan negeri PR diberikan
kepada semua berdasarkan keperluan.<br /><br />
Oleh itu sebagai perbezaan dengan konfrontasi kebangsaan yang diamalkan
oleh BN, PR memutuskan untuk membenarkan RM40,000 pembangunan projek
kecil setahun kepada 10 Adun pembangkang Umno di Pulau Pinang mulai 2014
mengikut mekanisma ketat yang ditetapkan, tambah setiausaha agung DAP

AES Solutions Sdn Bhd will take over from the two concessionaires and that the status of the old summonses will be decided by the Attorney-General’s Chambers on the possibility of a write-off.<br /><br />He said the discount for the new summonses would only be given to motorists who paid within the deadline.<br /><br />Last week, when commenting on the possible decision on the old summonses, Hishammuddin said the decision would be what the public wanted.<br /><br />It has been months and yet no decision has been made, so obviously Hishammudin does not know that not only the public wants the old summonses to be written off, they also want a quick decision to be made and announced.<br /><br />Although the reduced rate for new summonses can help alleviate the financial burden of the traffic offenders, Hishammuddin should also know that what the public wants is a comprehensive review of the whole implementation of AES.<br /><br />The review needs to include looking into the following questions and issues:<br /><br />1. If the AES can effectively reduce road accidents since there has been some doubt as to its effectiveness. The government needs to convince the public that the system is really effective and that the original decision to implement it was not a scheme to help private companies to reap huge profits.<br /><br />2. If the locations originally proposed are suitable as there have been complaints of unsuitable locations being targeted. One of the unsuitable locations is at the traffic light junction at 5th mile, Jalan Klang Lama, KL, in front of Pearl international hotel. That is a busy road and traffic jam occurs during peak hours. It is unreasonable for drivers who are caught in traffic jam near traffic light junction to be caught by AES camera almost daily. This AES camera should be removed.<br /><br />Why not scrap the unsuitable locations and install them at accident-prone locations like the Genting road where tragic bus accidents have caused many lives?<br /><br />It has to be pointed out that there are also complaints that the speed limits imposed on some of the locations selected are just impractical and must first be reviewed.<br /><br />3. If the proposed 831 cameras are too many. So far, only 14 cameras have been installed, but tens of thousands of summonses have been issued. How many will be issued when 831 are installed? <br /><br />When so many cameras are installed resulting in “traps” everywhere, even discounted summonses or increased amount of BR1M (Bantuan Rakyat 1 Malaysia) will not help ease the people’s burden.<br /><br />Hisahmmuddin should know that laws cannot be effective if people’s attitudes don’t change. memikirkan kaedah meningkatkan penyertaan Bumiputera dalam ekonomi.<br />
"Contohnya seperti cukai pajakan bagi lot Bumiputera dalam IPO untuk mengelakkan penjualan pegangan untuk untung mudah.<br />

"Pengumuman Agenda untuk Bumiputera menjelang dua hari lagi sambutan
Hari Malaysia bukan satu keperluan, sebaliknya ia akan menghancurkan

Model Ekonomi Baru (MEB) jelasnya mensasarkan 40 peratus sasaran untuk
mengecilkan jurang pendapatan dan kekayaan tanpa mengira bangsa, yang
mana tidak termasuk dalam agenda pemerkasaan Bumiputera.<br /><br />
"Lebih mengecewakan Najib meminggirkan kelompok Orang Asli di pedalaman
Sabah dan Sarawak, sedangkan MEB secara spesifik mengatakan secara
khusus tentang mereka," katanya.<br /><br />
Najib dalam pengumuman pemerkasaan ekonomi Bumiputera memperkenalkan
lima langkah bagi memperkasa ekonomi Bumiputera yang menurutnya mampu
meningkatkan penguasaan golongan berkenaan menjelang 2020.<br /><br />
Beliau berkata, pegangan ekuiti korporat masih belum mencapai 30
peratus dan golongan tersebut kini masih dalam tempoh transformasi sejak
empat dekad lalu.<br /><br />
Empat pendekatan lain yang diumumkan perdana menteri adalah memantapkan
ekuiti Bumiputera dalam sektor korporat, mengukuhkan aset bukan
kewangan, memperhebat keusahawanan dan memantapkan ekosistem penyampaian

Saya kesal kerana tahap bahasa Inggeris dalam kalangan Menteri BN
dan media berbahasa Inggeris kawalan BN telah merosot pada tahap yang
membimbangkan memandangkan perbendaharaan kata Bahasa Inggeris mereka
yang amat lemah sehingga tidak memahami makna perkataan "diaspora".<br />

Perdana Menteri hanya boleh meyakinkan orang ramai akan keikhlasan
beliau dan keperluan menaikkan harga petrol RON 95 sebanyak 20 sen untuk
menjimatkan kos subsidi tahunan sebanyak RM 3.3 bilion dengan turut
melaksanakan tender terbuka yang berdaya saing dan melawan rasuah yang
akan menjimatkan RM 51 bilion setiap tahun. Tanpa langkah-langkah yang
menunjukkan komitmen Kerajaan Persekutuan terhadap rasuah, orang ramai
akan dengan mudah mempersoalkan keikhlasan kerajaan dan melihat tuntutan
untuk mengurangkan kos sebagai palsu.<br />
Mengapa rakyat, terutamanya golongan berpendapatan rendah, perlu
menanggung penderitaan membayar RM3.3 bilion setahun kerana peningkatan
harga petrol jika tiada tindakan diambil terhadap penyamun politik yang
mencuri RM51 bilion setiap tahun daripada negara ini? Dalam Manifesto
Pilihanraya Umum Pakatan Rakyat 2013, berdasarkan pengalaman
tanggungjawab fiskal dan memerangi rasuah oleh kerajaan negeri PR di
Pulau Pinang dan Selangor, sekurang-kurangnya penjimatan 25% setahun
boleh dicapai daripada kontrak perolehan kerajaan.<br />
Lebihan bajet tahunan di Pulau Pinang, peningkatan rizab aset
sebanyak 50% dan pengurangan hutang kerajaan negeri Pulau Pinang dengan
rekod 95% membuktikan keberkesanan langkah-langkah integriti dari tender
terbuka yang berdaya saing kepada pengisytiharan awam aset. Dengan
anggaran RM 201 billion kontrak perolehan Kerajaan Persekutuan setiap
tahun, penjimatan minimum 25% akan berjumlah RM51 bilion.<br />
Mengapa kerajaan Persekutuan BN bersikap berkira pada satu sisi
tetapi membenarkan pembaziran yang besar pada sisi lain dengan tidak
memberi tumpuan kepada potensi penjimatan RM 51 bilion yang memberi
manfaat kepada hanya beberapa kroni kaya dan bukannya memaksa 28 juta
rakyat Malaysia menanggung RM3.3 bilion daripada kenaikan harga
petrol?Bukan sahaja Kerajaan Persekutuan gagal melaksanakan logik mudah
ini, mereka sebaliknya cuba mengalihkan perhatian dari kesimpulan yang
tidak dapat dielakkan dengan memainkan perkauman, sentimen agama dan
pelampau.<br />
Taktik perkauman dan pelampau digunakan dengan jayanya oleh BN untuk
mengelakkan daripada mendepani 4 masalah sebenar Malaysia, iaitu,
jenayah, rasuah, peningkatan hutang kerajaan dan setiap isi rumah serta
penurunan taraf pendidikan, produktiviti dan kemahiran tenaga buruh
Malaysia. Di Hong Kong, ramai pelabur dan penganalisis mengenal pasti
empat isu utama ini yang menjadikan Malaysia kurang menarik atau kurang
berdaya saing.<br />
Mengurangkan jenayah tidak begitu sukar jika kerajaan Persekutuan BN
bersedia untuk membenarkan polis memerangi jenayah dan bukannya
memantau pemimpin pembangkang. Pada masa ini hanya 10% daripada pasukan
polis yang terlibat dalam penyiasatan jenayah. Jika jumlah ini meningkat
kepada 50% daripada pasukan polis keseluruhannya, saya pasti polis akan
dapat menumpaskan penjenayah di Malaysia dengan lebih berkesan.<br />
BN mendakwa hutang Kerajaan Persekutuan kini 54% daripada KDNK.
Walau bagaimanapun ini tidak termasuk hutang dijamin kerajaan yang akan
meningkatkan jumlah hutang Kerajaan Persekutuan kepada 70%. Jika hutang
70% kepada nisbah KDNK adalah tinggi, hutang isi rumah adalah lebih
tinggi pada 83.5% daripada KDNK. Kebergantungan sedemikian kepada hutang
adalah kesan pinjaman fiskal melulu sebagai jalan keluar mudah dari
masalah negara kita. Kerajaan Persekutuan perlu menunjukkan kepimpinan
melalui teladan kepada setiap isi rumah dengan mengurangkan pergantungan
hutang.<br />
Kerajaan Persekutuan juga telah gagal untuk melabur untuk masa depan
tanpa melabur dalam pendidikan yang berkualiti. Banyak pelabur asing
dalam bidang teknologi tinggi berintensifkan pengetahuan merungut
tentang kemerosotan kualiti dan penurunan tenaga kerja negara ini di

penetapan piawaian BN pada tahap cukup makan semata-mata dan bukannya
budaya kecemerlangan, kepada kuota politik dan bukannya prestasi dan
retorik kosong dan bukannya tindakan konkrit, Malaysia berisiko
ditinggalkan bukan sahaja oleh pelabur asing berteknologi tinggi tetapi
juga bakat terbaik kita yang berhijrah ke negara-negara lain seperti
Hong Kong.<br />
</em><em>Kerajaan negeri Pulau Pinang berani menawarkan model di
mana prestasi adalah lebih penting berbanding latar belakang politik, di
mana usaha dibuat untuk menarik institusi pendidikan yang berkualiti di
semua peringkat, di mana sebuah kerajaan yang jujur dan cekap melalui
perkongsian dengan sektor swasta dan sektor awam serta sebuah bandar
yang selamat, bersih, hijau dan sihat boleh memberikan penyelesaian
kepada empat masalah yang disebut di atas.</em><br />

mengingatkan semua pemimpin UMNO dan Barisan Nasional (BN) supaya
berhenti memperjudikan keharmonian negara semata-mata akibat tamak dan
pentingkan diri demi meraih populariti politik.<br />

Ia berikutan keghairahan mereka memainkan satu demi satu
isu perkauman sehingga menyebabkan rakyat pelbagai kaum negara ini
berasa tidak selesa dan terus dibohongi.</div>

“Adakah kita mahu hidup dalam keadaan syak wasangka dan benci? Adakah ini yang BN mahu?,” soalnya dalam satu kenyataan.</div>

Beliau berkata, walaupun hanya selepas empat bulan pilihan
raya berakhir dengan kemerosotan majoriti, BN tetap meneruskan
propaganda perkauman jahat mereka dengan menayangkan filem Tanda Putera
yang menelan belanja RM4.8 juta.</div>

“Filem ini benar-benar menyeleweng daripada fakta sejarah
sebenar dan tidak bertanggungjawab. Ia mampu menyebarkan kebencian
antara kaum apa lagi DAP telah terang-terang diburukkan dalam filem

Melahirkan rasa gusar dan kecewa, Stephen Wong berkata,
walaupun Malaysia sudah mencecah 50 tahun 16 September ini dan mencapai
kemerdekaan ke-56, penerusan agenda propaganda yang disokong kerajaan BN
ini akhirnya memudaratkan hubungan antara kaum di Malaysia.</div>

“Sebagai rakyat Malaysia kita harus ingat. Agenda perkauman
perlu kita hapuskan kerana Malaysia adalah negara milik kita semua dan
